and Controls of the East Water Purification Plant (EWPP)
to achieve a firm reliable capacity of 350 mgd.

SCOPE OF WORK:
Kalluri Group, Inc. was responsible for performing a
comprehensive electrical evaluation of the existing
plant facilities to identify electrical improvements
required to achieve a firm reliable capacity of 350
mgd. The study included a comprehensive audit of the
Electrical Distribution, SCADA, and Instrumentation
and Control systems of the existing plant. In addition,
a detailed Short Circuit and Load Flow analyses were
performed to fully understand the existing electrical
distribution system and the impact of proposed improvements.
The analyses were performed using "SKM Systems
Analysis, Inc." software.
The study identified
improvements based on the type of deficiency such as
Compliance/Code Requirement, Safety, Reliability, Design
Requirement, and Operability and Maintenance.
Some of the major
recommended improvements included:
- Replacement of existing
5kV Switchgear.
- Relocation of one
138 kV transmission line to achieve State Compliance
requirements for reliability.
- Ground Fault relaying
for 4.16 kV Loops.
- Redundant PLC processors
and a redundant ethernet to improve reliability
of the SCADA system.
- Control Wiring corrections
at Chlorine Buildings
- Electrical Power for
Filter Air Scour Blowers, Low Lift Pumps and Chemical
Process Improvements.
The probable construction
cost of the recommended improvements is estimated at
$9.5 million.
